Unable To Login To DDS With Federation User (Doc ID 2752043.1)

Not able to login to Dynamic Data Service(DDS) UI using federated user.
After logging as federated user, it's again asking for user name and password thus preventing from using the application.

Steps to Reproduce:

The issue can be reproduced at will with the following steps:
1. Login to VPN using Federal user.
2. Access RMFCS or any other application url - and able to login.
3. But not able to login to DDS application after accessing the URL, as the login page is prompting again and again.
