Symptoms
On any Oracle Cloud hosted instance:
When attempting to reset the password, the following error occurs.

IAM-3042204 : An error occurred while verifying the old user password during change password operation.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
- After logging the user is directed update the password.
- Once inputting the old password and new password twice and clicking on the Submit button the error outlined above pops up.
