Symptoms

1. Login to Fusion Applications using BI Administrator user.
2. Go to Navigator > Reports And Analytics
3. Click on Browse Catalog
4. This takes to BI, Now go to Administration > Manage BI Publisher
5. Click on FTP and add a new Server
6. Provide the details and click on "Test Connection".
Below Error is observed:

oracle.xdo.delivery.DeliveryException: HTTP proxy connection could not be established: 503 Service Unavailable
