Error 'File NAME Is Not Found In Storage...' In IDCS User Management Application (Doc ID 2753106.1)

Symptoms

 The following error is displayed when attempting to disable/enable the User Management application in IDCS. This application manages user provisioning from IDCS to FND_USER in a cloned EBS 12.2 instance.

File NAME is not found in Storage. Value for file configuration property must be url of uploaded file in Storage service.
