Symptoms
On : 11.13.20.10.0 version, Global Payroll
When attempting to process payroll,
the following error occurs.

TABLE_NAME pay_element_criteria
AFDICT_APP_PREFIX-PAY-1635870: A system error ORA-01403: no data found

The issue can be reproduced at will with the following steps:
1. Hire an employee
2. Complete Payroll for first period
3. Hire date changed to next period
4. Run Retropay process
5. Run Payroll process
