Spanish Translation Failure on Buttons and Titles

Symptoms
Spanish translation failure on buttons and titles. By default, the system is configured to work in the Spanish language,user expect all buttons and menus to be translated.
Steps to reproduce:
1. "Price Change Group" menu, "Price Change" tab, "Back","Next","Finish" are in English.
2. "Clearance Group" menu, location tab "Selected locations".
3. "Clearance Group" menu, "Markdown" tab:"Finish".
4. "Clearance Group" menu, "Summary" tab:"Back","Finish".
5. Menu "Price Change Group", "Locations" tab:"Selected locations".
6. "Foundation Data" menu, "Price Zones" option:
6.1. In "Price Zones Group", click on "Price Zones".
6.2. In "Locations", click on "Actions" and click on "Add Locations": "Apply".
