Load and Process Salaries in Workforce for Each Employee for Each Month of the Year

Symptoms
Customer has a requirement to load different salary for different months however it does not work.
In the customer's environment they create a salary load file for each employee for each month of the year because their salaries change from Month 1 to Month 12 (June - July), loading and processing the file copies the amount in June to all other months overwriting the different months.
Loading the file and just selecting Jun the first time however don't get any salaries calculated and setting the Salary Basis to both Monthly and Annual but that doesn't seem to make a difference.
