Configuring to Do on File Request Type (Doc ID 2753733.1)

Goal

We are trying to configure File Request Type which should create 'To Do' on failure of every record using 'TODO' function. The below approach was followed as suggested in the File Upload Implementer’s guide.

TODO('C1FUDFLT','CMFTOP',null,FALSE,TRUE,SORT_KEY[:FILE_ID],DRILL_KEY[:FILE_ID,:FILENAME],null,MSG[90003,302,:FILE_ID,:FILENAME,:BATCH_CD,:BATCH_NUM])

We tried adding the above method at the Service section as well as the Footer section. Every time we run C1-FTRAN batch to process a file, it is creating one 'To Do' for every run. It is not creating 'To Do' when the record is failing.
