Master Item List for Lease configuration

As part of recent patch upgrade(20D), Oracle has introduced various screens for Lease configuration. To implement Lease Accounting configuration, below are the prerequisites setups to implement lease accounting. Currently, we are having only Financial Cloud & HCM Cloud Licenses and we don't have Procurement cloud license. Please advise the Setup for Master Item configuration & Inventory Organizations are covered as part of Financial Cloud & HCM Cloud Licenses. If not, do we need to purchase procurement cloud license to create Master Item List and Inventory organizations?
