BIP CSV Output Is Comma Delimited Even Though the Report Properties Is Defined As One Of The Other Options Semi-Colon/Tab/Pipe (Doc ID 2754577.1)

Symptoms

CSV output always shows as comma delimited even though the CSV Delimiter is defined as "Semicolon(;)"
The same issue occurs when defining the CSV Delimiter to: Tab(\t) or Pipe(|)

Steps to reproduce:
1. From Administration > Runtime Configuration > Properties > CSV Output > CSV Delimiter : Semicolon(;)

2. From the Report Properties, set CSV Output > CSV Delimiter : Semicolon(;)

3. Run the report and change the Output format to CSV.

4. See that the report is still Comma delimited
