Symptoms
A Planner cannot see the ""Add New Hire Requisition" and "Change Requisition" in menu
Planner has access to the New Hire Form and all business rules but when they click actions, "Add New Hire Requisition" and "Change Requisition" does not show up. It only shows up for the administrator.
The only difference is that "Add New Hire Requisition" and "Change Requisition" are templates only whereas the other menu options are rules.
