BI Publisher E-mail Outputs Are Not Being Received (Doc ID 2755340.1)

Symptoms

In any Oracle Cloud Hosted instance running BI Publisher:

ACTUAL BEHAVIOR
---------------
BI Publisher e-mail outputs are not being received.

EXPECTED BEHAVIOR
-----------------------
E-mail notification should be sent/received.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

  1. Sign into BI Publisher
  2. Click on the Catalog Folders link on the left
  3. Click the Schedule link next to a report
  4. Populate the Output tab – add an e-mail destination
  5. Select “Run Now” on the Schedule tab
  6. Populate the Notification tab and click Submit
  7. Input a job name on the Submit dialog and click OK
  8. There is no output email received
