Symptoms

Issue Statement
OCCS Admin generated emails specifically some of the emails with templates like "org_requested_v1, org_request_approved_user_v1, organization_assigned_v1, organization_site_available_v1" do not send the emails in the language according to the Locale set in the user profile.


STEPS
-----------------------
1. Update the Local of the User to "locale": "ar"
2. Make any changes to the Organization of the user account like changing the organization etc.
3. The OCC Generated emails are sent in English.
