Symptoms

ALC_PLAN job fails with ORA-30926: unable to get a stable set of rows in the source tables

Steps to replicate:
1- Prepare file p1itpt.01 with same item for 2 locations and same EOW date.
2- Load the file using ALC_PLAN job.
3- Check the logs, and logger_logs
Logger logs shows
sql_lib.create_msg message:@0PACKAGE_ERROR@1ORA-30926: unable to get a stable set of rows in the source tables@2ALC_PLAN_INTEG_SQL.PROCESS_PLAN_LOAD ORA-30926: unable to get a stable set of rows in the source tables

Batch log shows:
SQL Error while initializing data: @0PACKAGE_ERROR@1ORA-30926: unable to get a
stable set of rows in the source tables@2ALC_PLAN_INTEG_SQL.PROCESS_PLAN_LOAD
ORA Error while threading the staged data
