Ship Unit Count Is Considered Incorrectly During Rate Evaluation (Doc ID 2755766.1)

Symptoms

When a Ship Unit is shipped on top of an existing Ship Unit (for example a partial pallet is shipped on top of an existing pallet), Ship Unit count for such Ship Unit would be zero. OTM is planning such Ship Units as expected , but OTM during rate evaluation the Ship Unit Count is being default to 1. 

If the rate condition is based on Ship Unit count , then this issue causes the cost to be calculated incorrectly.
