Goal

When a supplier contact responds to a negotiation amendment on behalf of his/her organization (the supplier), only previous bids that the supplier contact has submitted in person can be viewed and selected to be copied into a new quote.

Expectation was that the security would be based on what is configured in the data access for the contact, i.e. security on supplier or supplier site level. But, right now (21A), previous quotes seem to have person-based data access security. Meaning only the supplier contact bidder who once submitted a quote is able to pickup an amendment from a buyer and copy the previous quote into a new bid. That is a severe constraint how the supplier portal can be used as it more or less prerequisites that a single supplier contact manages all bids within the negotiation.

This is normally is not acceptable for supplier sales teams. So, it drives usage of "group-user_id:s" which of course is not a user management model anyone can recommend.

Cannot find any reference to person-based security for supplier portal users. The negotiation response visibility controls mention "Supplier", never "Supplier Contact". And the setup in the supplier master is done on either Supplier or Site level.
