Goal

The new 21A feature - Definition and Maintenance of Chart of Accounts and related Configurations is not working as expected.

From the new 21A COA page if we select any segment and click on manage values it will ask to enter the range of the segment vales. After that it will downloads the generic FBDI template to upload the value set values and Hierarchies.

Not sure what is the point in entering the segment values range if it downloads the generic template after that.

Also if user tries to upload value set values using the upload option that is also failing.
