ACTUAL BEHAVIOR
---------------
Created an Eligibility profile with only excluded work locations and when checked if the employee is eligible in Performance Document Eligibility, it was showing Overall eligibility as Not eligible and for the Eligibility profile as Eligible
EXPECTED BEHAVIOR

Since the worker was part of the excluded location, the eligibility profile should show as Not eligible
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an Eligibility profile with only Excluded Locations
2. Checked if the employee is eligible in My Client Groups > Performance > Performance Document Eligibility
3. Overall eligibility was not eligible while eligible profile was shown as eligible.
