Symptoms

ACTUAL BEHAVIOR
---------------
The user is trying to enable the procurement dashboard for the client, however, the category field doesn't contain values other than NULL.

The dashboard doesn't return any data too.

EXPECTED BEHAVIOR
-----------------------
The dashboard should show the result based on the given criteria/filer

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Navigate to Tools
2. Reports and Analytics
3. Browse Catalogue
4. Procurement -> Dashboard
5. Procurement -> Buyer Productivity.
