Error from executing custom routine: A failure of unspecified cause occurred in Oracle Payments.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run the "Run Request Dispatch Job" task or Scheduled Process "Schedule Duplicate Resolution Requests"
2. The merge is in New status; submit the merge request
3. Run the "Run Request Dispatch Job" task or Scheduled Process "Schedule Duplicate Resolution Requests"
4. The merge results in an error
