Symptoms
Cannot create a Requisition due to a Project error. In general the Project works, just not when creating a new Requisition. If the Project is changed to another Project, the Requisitions gets created with no errors.

1. Create Requisition with a Project
2. Submit for Approval
3. Encounter error
