Oracle Fusion Learning: User cannot access My Team > Learning

Symptoms
A Line Manager is trying to view users under My Team->Learning but they get the following error when they access this page:
You don't have access to this learning item.
They also noticed the List of Values (LOV) is empty when going to My Team > Learning and attempting to search Persons under "Search by Learner" or "Search by Manager".
