FA:SCM:PD - Item Attachment Title Is Shorter Than File Name

Symptoms
If user uploads an attachment file where the File Name has 62 characters, the UI displays only 30 characters in the Title field.
Note: the maximum allowable length for title of attachment in Oracle cloud is 80.
Steps:
1. Open a preliminary item
2. Navigate to Attachment tab
3. Add "Item Rev1 001 SCM-340-000340 340-000416 340-000001 HOOK AND LADDER.doc"
4. UI Displays "Item Rev1 001 SCM-340-000340 340-000" in the Title Field.
It should show "Item Rev1 001 SCM-340-000340 340-000416 340-000001 HOOK AND LADDER"
