Create a new document style with retainage enable in Manage Document Styles Task
per document

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enable the feature
Procurement Purchasing
create purchase orders with retainage terms
2. Create a new document style with retainage enable in Manage Document Styles Task
3. Create Order, Select new style
4. Go to Edit Purchase Order > Lines
Retainage fields:
Retainage Rate
Maximum Retainage Amount
are not displayed in lines;

Retainage Rate field is not displayed in schedule.
