Users assigned just "User" role in PCMCS receive error:

Essbase Error(1024003): You do not have sufficient access to read from this database.

when attempting to run reports from the Intelligence tile even after the appropriate PCMCS Data Grant was assigned to the User role.

Reports can be run by Power Users.
