Symptoms

Payables Invoice files are being loaded to UCM and subsequently processed.

For some files, the load files to interface job is kicked off twice to load the header and line data (Intended and correct functionality).
For some other files, the load files to interface job is kicked off once to load just the header or line data (not both).
