Using Import Management, Resource Object The Username Cannot Be Updated (Doc ID 2759165.1)

Symptoms

On : 11.13.21.01.0 version, Accounts, Contacts, Households

ACTUAL BEHAVIOR
---------------
Using Import Management, Resource object the username cannot be updated.

EXPECTED BEHAVIOR
-----------------------
Expecting that the username will be updated.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Sign-on to application
2. Navigate to Tools > Import Management
3. Click Create Import Activity
Set Name = Resource Update Username
Set Object = Resource
File Name: Click on the Choose File button and select the file
Under Advanced Options, set Import Mode to Update and create records, set Enable High-Volume Import (default)
4. Click the Next button
5. Click the Next button
6. Click the Submit button

Sample FIle:
Party Number,User Name,Primary Email
999999,name@domain,name@domain

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot use Import Management, Resource object to update the username.
