Symptoms

 
When attempting to create a new performance template section, the below error is given
The Enable Items indicator must be Yes. (HRA-960138)

The section should have only below enabled

Section Type: Profile Content
Section Name: Competencies
Section rating Model: Custom Competency rating scale
Rate section: Yes
No calculations
Enable Section comments: Yes
