Fusion Payroll: Close Payroll Action Populating Multiple Last Standard Earnings Date Last Standard Process Date PAY-1636398 (Doc ID 2759603.1)

Goal

When we try to close payroll for an employee (say, EE#12345 effective 8/21/2020), multiple Last Standard Earnings Date, Last Standard Process Date, Final close date got populated. If try to save, it gave below error -
"You must enter a Last Standard Process Date date that's later or equal to Last Standard Earning Date. (PAY-1636398)
Update Last Standard Process Date to 1/20/21 12:00 AM or a later date."

As per suggestion provided by Oracle in few other notes, we already ran "Run Feature Upgrade" process with parameters - Correct Incomplete Payroll assignment records/Correct Duplicate Dates. However, it didn't fix the problem.
