BI Publisher Report/data model failed with "Invalid Parameters Requested" (Doc ID 2759674.1)

Symptoms

Custom BIP report is failing with below error.

ERROR: "Invalid parameters requested".

STEPS: 

1. Open BI publisher report or data model. 

2. Select values from parameter values drop down. 

3. Run report / view data in data model. Report/data model fails with 'Invalid parameters requested' error.
