Change Ship-to Location On Sales Order Do Not Refresh On Shipment (Doc ID 2759690.1)

On : 11.13.20.10.0 version, Manage Orders

ACTUAL BEHAVIOR
---------------
When the user creates a sales order with a specific Ship-To Location and submits the order and then after that they need to change this location, the shipment address is stuck with the old location. The problem is the ship-to location change is not reflecting on shipment lines.

EXPECTED BEHAVIOR
-----------------------
The expectation is for any address change on the order get reflected on the shipment line.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1 - Create a sales order with ship-to location "A"
2 - Submit the sales order
3 - Query shipment lines. The ship-to location is = "A"
4 - Create a Sales order revision
5 - Change the ship to location on Sales order to "B"
6 - Query shipment lines. The ship-to location is still = "A"
