Symptoms
User is trying to create Installed Based asset from Contracts UI however operating organization is mandatory field and list of values (LOV) for operation organization is empty.
Here are steps to reproduce the issue -
1. Navigate to Contracts → Manage Assets → Create Assets
2. Operating Org is mandatory and LOV is empty
