Goal

 In the initial release of Exadata X8M the starting shape of an Exadata VM cluster is QR (2compute, 3storage).

Because we start with Quarter Rack VM cluster, OEDA creates Quorum Disks (on compute nodes) as expected. And they are used to place Clusterware Voting files and Grid Infrastructure metadata.

But once we started supporting Scale Storage and Compute on Exadata X8M systems, Clusterware automatically relocates Quorum disks to Storage servers and OFFLINE the quorum disks on Compute nodes.
