Symptoms
Instance is on 21A
Unable to plan a Order (with Packaged Item has hazardous checked) using a Rate Offering /Rate Record with Hazardous Rate Type as Hazardous Materials Only
Planning works fine if Hazardous Rate Type on the rate record is changed from Hazardous Materials Only to Allows Hazardous Materials.
STEPS

The issue can be reproduced at will with the following steps:
1. Order release created with packaged Item has hazardous checked & trying to plan using a Rate Offering /Rate Record with Hazardous Rate Type as Hazardous Materials Only
2. Plan the Order release with Show Routing Options or with Bulk Plan – Buy. This rate is not being selected
