ACTUAL BEHAVIOR
---------------
1. Employee was hired in BU A
2. Employee is terminated from BU A
3. After a while the same person is hired in BU B by an HR with AOR on BU B
4. HR user is not receiving the potential person match message

EXPECTED BEHAVIOR
-----------------------
HR user should receive the person match message regardless of the BU history of the person

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Employee was hired in BU A
2. Employee is terminated from BU A
3. After a while the same person is hired in BU B by an HR with AOR on BU B
4. HR user is not receiving the potential person match message

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, HR user cannot verify if the person was hired before in a different BU.
