When executing the migration project export, the process sends an email but the email does not contain the compress zip file

EXPECTED BEHAVIOR

Expect that the email has the zip file attached

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create contact
2. Create contact notification for Contact
3. Register the contact to receive notifications
4. Create a Migration Project
5. Validate the Objects in the Migration project
6. Run Migration Project Export Process to create a Migration Project package zip file
7. Receive the email but there is no attachment with the zip file
