ACTUAL BEHAVIOR
---------------
Employees adding skills under my personal brand, when they have added skills the proficiency defaults to biginner level and the application doesn't not give them option to select the proficiency level .
EXPECTED BEHAVIOR

The application should allow employees to select the proficiency level of the skill
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Click on Me > Personal Brand
Click “My Skills” to add your skills
Select the Add button to add Specialised skills
On the drop down Select the name of the skill
Thereafter click on the add button to add Milestones
Complete all the fields thereafter save the milestone
Save and close
Click on the skills name hyperlink
Click on Edit Milestone to change status to completed
Select the checkbox to completed thereafter save the milestone
Status has changed to completed however Proficiency stills shows as Beginner
