Validation Message On ALC Finalization Needs To Be More Clear For Unit Option TRNSPRT (Doc ID 2761434.1)

Symptoms

Following message is displayed when finalizing ALC even though all mentioned conditions have already been met:

 Steps To Reproduce:

Pre-Requisite: Set rtm_unit_options.rtm_trnsprt_obl_alloc_method to TRNSPRT.

  1. Create and approve an import Order with expenses and assessments.
  2. Create and finalize a transportation by order.
  3. Create and confirm Customs Entry.
  4. Ship and receive PO.
  5. Create an obligation.
  6. Check Data in ALC_HEAD and ALC_COMP_LOC at this point .Note data is present in status 'P' (pending).
  7. Go to ALC Finalization screen to finalize ALC.
  8. Note above message.
