Some Roles Missing In Application Role Management Page In IDCS Admin Console

Symptoms
To assign users/groups to application roles in an Oracle Content and Experience (OCE) instance, I access to the Application Role management page in IDCS Admin Console.
("Oracle Cloud Services" menu -> open "CECSAUTO_<instancename>CECSAUTO" service -> open "Application Role" tab)
However, I cannot see some roles in the page. (Roles that are not displayed will vary from time to time.)
For example, in the screenshot below, only 8 roles are displayed while 12 roles are defined actually ("1-12 of 12 roles"). In this case, CECSitesAdministrator, CECRepositoryAdministrator, CECStandardUser, and CECSitesVisitor roles are missing.
