User Provisioning API Returns Unexpected Result (Doc ID 2761653.1)

Symptoms


When using API: https://name-env-ohi-cla.oracleindustry.com/cla-api/users

and attempting to provision a user, the response code is 200 and the response body is an HTML document.

The expected behavior is response code 201 and user provisioned.

STEPS

The issue can be reproduced at will with the following steps:
Use PostMan to PUT:

  "ALL_FUNCTIONS_ACCESS_ROLE",

with BasicAuthentication + OICA_SETUP user credentials.
