Why Does the EXCHANGE_RATE_IND Get Populated as L (Local) Instead of P (Primary)?

Goal
Find that the EXCHANGE_RATE_IND column in ORDHEAD has different values than what you used to have before. Earlier orders were created with EXCHANGE_RATE_IND=’P’ (Primary), but now all the new orders are getting created EXCHANGE_RATE_IND=’L’ (Local).
Can you take a look and confirm if this is expected behavior and no other impacts?
