Approval Based on Participant Hierarchy Stored in Database (Doc ID 2761796.1)

We have below approval requirement and we are not sure if it is possible to implement using Process Cloud Service (OIC Process).

We have HR hierarchical structure stored in oracle database and project manager information stored in database too. Example scenario
Project information:
Project ID: 1 - Project Manager: Dave
Project ID: 2 Project Manager: Larry
HR Hierarchy: Employee "X" --> Manager "Y"

When X submits an expense for project 1 then approval should go to Dave and "Y" and when "X" submits an expense for project 2 then approval should route to Larry and "Y".

Also the role of project manager can be changed anytime, so is it possible to assign the approver Dynamically after the process has kicked off?
