Unable To Retransmit Payment File Once The Quick Payment Failed To Transmit Payment File (Doc ID 2761986.1)

Symptoms

On : 11.13.20.10.0 version, Process Payables Payments

ACTUAL BEHAVIOR
---------------
Unable to re-transmit the payment file once the Quick Payment failed to transmit the payment file.

Checked the payment file status (in Manage Payment Files section) - it is indicated as TRANSMITTED

SR issue also not shown with Payment Process Request file formatting and transmission.

ERROR
-----------------------
IBY_0001 - Error message: The payment system isn_t responding. Verify system setup or resubmit the request later.
oracle.apps.financials.payments.shared.util.ess.program.common.util.FormatProgramUtils::Enter

oracle.apps.financials.payments.shared.util.ess.program.common.util.FormatProgramUtils::Transmission failed. So setting result status to
TRANSMISSION_FAILED

found in log file:
Caused by: oracle.xdo.delivery.DeliveryException: HTTP proxy connection could not be established: 503 Service Unavailable


STEPS

The issue can be reproduced at will with the following steps:
1. Created Quick payment File
2. Payment file formatted - successfully
3. Payment file register - successfully
4. Transmit payment file - Error

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot re-transmit payment file successfully.
