On : NA version, MICC Transfer to TSC
We're trying to Deactivate a Cost Center and we're getting "Encounter exception while performing executeBO w1-CostCenter UPDATE" error.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Admin
2. Go to Cost Center
3. Choose a Cost Center
4. Hit the Deactivate icon
