ACTUAL BEHAVIOR

Client is unable to search for 2 specific employee records in RUI and Person management but able to search all other person records. HR Specialist role assigned to this user is set with 'View All People' Security Profile.
EXPECTED BEHAVIOR

HR users should be able to search
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Person management
2. Search for person with name or person number or keywords
3. No results

The issue has the following business impact:
