A system error ORA-01830: date format picture ends before converting entire input string ORA-06512: at "FUSION.PAY_RETRO_PKG", line 423 ORA-06512: at line 1 occurred in table pay_retro_pkg.get_retro_act_start_date at location 4578. Contact your help desk.
 
 
Steps to reproduce

The issue can be reproduced at will with the following steps:
1. Run the Recalculate Payroll for Retroactive Changes process
2. With parameters:
Process Date=3/20/2021
Process Configuration Group=Logging Group
3. Observe, the process ends in error.

Expected Behavior
------------
Recalculate Payroll for Retroactive Changes process should complete without error.
