User with View Access in Access Control Does Not See Cost Sheet Payment Applications Schedule Of Values

ACTUAL BEHAVIOR
---------------
Users that have View Access permissions set in Access Control to Payment Applications Schedule of Values (SOV) do not see the SOV.
EXPECTED BEHAVIOR
-----------------------
Users with view access should be able to view the SOV.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
- Log in to Unifier
- Navigate to the appropriate Shell > Cost Manager, Schedule of Values, Payment Applications
- There is no SOV.
