Symptoms
In 21A, users (Buyers) report receiving notifications (via Email, Bell, and Worklist) with the following subject, even if there are no attachments:

Steps to Reproduce:
1. Create PO
2. Submit for Approval
3. PO Approved
4. Emails / Notifications received
