Symptoms
User without write access is able to update plan data.
One user was able to update the plan data while working on the "Existing Employee" form and ran the rule "Plan Departure" for the Plan scenario. The security set up is done in the way that this user is added to a security group which has read only permission to Plan scenario. On the other hand the rule security gives permission to Launch the rule "Plan Departure".
