After a payment has been declined, attempting to update the shopping cart
the following error occurs:



The issue can be reproduced at will with the following steps:
1. Go to Store and log in as a shopper.
2. Checkout and payment would be declined.
3. Then the shopping cart cannot be modified or updated.
